Beginning of Hilchos Yesodei HaTorah Perek 8 (Halacha 1) why we believe a prophet; if it’s because of the sign or miracle, there is (in our belief) a lie (because it could be false).
Rather it is due to the Halachic notion of two Kosher witnesses.
