Moshe is concerned that the Yidden will believe him (and relate to his as a Prophet) on the basis of miracles alone; and God guarantees him that as soon as the Torah is given and they will WITNESS his prophecy (meaning the depth of his relationship with God) they will appreciate his Prophecy on the highest level.
