We explained it as the expansion of A. the Beis HaMikdash to all of Yerushalayim, and B. the expansion of Yerushalayim to all of Eretz Yisroel, and C. the expansion of Eretz Yisroel to the entire world. This was explained mystically, based on the idea that A. the Beis HaMikdash is Atzilus(like), B. Yerushalayim is Briah, C. Eretz Yisroel is Yetzirah, D. the entire world is (spiritually) Asiya. A. Super-natural, B. miracles in nature, C. nature that shows the (divine) hand of God, D. where nature covers over the (divine) hand of God. Thus these upgrades have real spiritual meaning.
