This Ma’amar discusses 1) What Rosh Chodesh Sivan and Shavuos have in common: receiving Torah. 2) What separates the two dates: Rosh Chodesh there wasn’t the שקטה yet (the world wasn’t at peace yet), and the גזירה had not yet been broken. The commonality between the two is כאיש אחד בלב אחד- the Bittul that gives the strength to be מברר and מסיק. The Pesukim all point this direction.
