Yisaschar is Torah, but still comes second to Yehuda due to the need for Bittul first.
In this (second) class this is explained based on the idea that in Torah itself there is Bittul. This is linked to the notion of תרומה being תורה מ”ם and that this is connected to קריאת שמע which is the highest form of davening.
Her explains the name בן צוער the son of pain and sacrifice is נתנאל- the gift of Torah, which we can then (further) transcend.
