This Ma’amar purpose that we should ‘lift up’ only the heads of Gershon and not Kehas; as what Gershon represents is always applicable while what Kehas represents only works in the time of the Beis HaMikdash.
Never the less due to ‘Kavod HaTorah’ Kehas has his head lifted also and moreover he’s first to have his head lifted and Gershon is (גם הם) also has his head lifted.
Kehas is Asai Tov (positive Judaism) and Gershon is Sur MeRa (defensive Judaism); the overriding issue is Torah on the level of Klal, which is higher than an individual Mitzva (ותלמוד תורה כנגד כולם).
