02. Brachos on Tefillin Shel Yad: the Bracha is the act of putting on (which takes an instant.) Shel Rosh: the Bracha is about wearing them because every second there is a new Mitzvah. It is harder to control the heart, and therefore the obligation is to control the actions of the heart, but not heart itself; while with the mind, we must control the mind itself. On the other hand, The Shel Yad is always needed when wearing the Shel Rosh. Why we don’t make a Bracha on the Shel Rosh, it is above Bracha. Like the idea of רשות שלמעלה מחובה as it applies to Matza and Ma’ariv and on another level to מצות לא תעשה.
