The Alter Rebbe says that this ‘Agadda’ before Kadish DiRabanan doesn’t need a Possuk.
Perhaps the reason is because this is part of Davening where the rules are different.
We discussed a bit the origin and evolution of Kadish and how in Davening it acts as an elevator from a world to a world, and therefore doesn’t need the typical Aggadah (ר’ חנני’ בן עקשיא אומר וכו’ שנאמר הוי’ חפץ וגו’ ויאדיר).
