The first reason the Rebbe RaShaB cites is בגין דישתמודעון בי’ה; He wishes to be known by His creations (us).
This purpose too (may be valid and realized in creation) but it actualizes only Mimalei Kol Almin, while Dira BiTachtonim reveals Sovev (in and through Mimalei).
