Neshamos are connected to Keilim (thought) (18). The highest level of Ohr before Tzimtzum is called עצם האור. This level has no גילוי at all and is (sometimes) called המשכה ולא גילוי. Here there is no separation (even מיני’ ובי’ה) of Keli from Ohr.
