Neshamos are connected to Keilim (thought) (17). Malachim aren’t associated with their source in אלקות (i.e. Atzilus) because they are נבראים that are categorically separate from the way they are IN Elokus, but Neshamos are Elokus and traceable to their source. כלים before the צמצום.
