The Midrash brings three kinds of prayer: 1) Dovid, poor, 2) Daniel, For making a mistake, 3) Moshe, the rich man who prays.
[To be sure the Zohar also has a fourth prayer: תפלה לעני which is an allusion to משיח but our מאמר speaks only of three].
Moshe prays though he’s wealthy because he is not praying for himself, he is praying for the ‘Kneses Yisroel’.
This explains why Moshe has what to Daven for.
But his prayer has two levels:
1) to fill in Malchus’ lacks.
2) To reveal the source of Malchus in Atzmus, which is higher even than Moshe himself who is praying on behalf of Malchus.
