In Z’man HaGalus the level of Beis HaMikdash present by the Tzion of the Tzadik is higher than it was in Eretz Yisroel in Z’man HaBayis. Example, Prophecy nowadays is far rarer than in Z’man HaBayis but it is from a higher level than in Z’man Habayis.
