Chassidus quotes the Zohar that explains that the double allusion refers to this entity in Atzilus and down here. Within this idea itself Moshe stands alone because ion his (unique) case משה משה לא פסיק טעמא בגווייהו this means that Moshe down here is exactly the same as he is in Atzilus, no other Tzadik is like that. This explains the difference between having Hashem in Havana and Hasaga and having Him through Ta’anug and Simcha.
